New York’s “Transforming Out-Patient Services” (TOPS) intends to integrate opioid treatment, general chemical dependency treatment, and ambulatory detoxification within one continuum of outpatient care. Services offered under this model include medication-assisted treatment options, behavioral therapy approaches and recovery oriented/patient centered care within a single clinical setting. The historical underpinnings of this model, i.e., NYS’ Methadone Transformation efforts, will be presented along with the current regulatory, clinical and certification challenges, as demonstrations of this model are implemented statewide.
