Ed Higgins began working in the field of methadone treatment in 1973, upon completion of his internship in Clinical Psychology. He was hired by the State of New Jersey and worked in three (3) state-sponsored methadone programs between 1973 and 1976. In July 1976, Mr. Higgins was promoted and assumed the position of Clinic Director of an MMTP in Asbury Park, New Jersey. During the next eight (8) years he was also able to open a satellite clinic in a neighboring county and helped establish the first hospital-based clinic in his area.
In 1984, Mr. Higgins was instrumental in forming a provider corporation that facilitated the transition of thirteen (13) state-sponsored methadone programs into a group of private, non-profit entities. Later that year, he was a founding member of the Northeast Regional Methadone Treatment Association and served as Corporate Secretary until 1997. During that period the association expanded nationally and changed its name to the American Methadone Treatment Association. In 2001, to further capture all forms of opioid pharmacotherapy, the Board of Directors changed the name to the American Association for the Treatment of Opioid Dependence (AATOD). Under this current name, Mr. Higgins continues to represent New Jersey to the Board of Directors.
Ed Higgins is CEO/Executive Director of JSAS HealthCare, Neptune, NJ (formerly Asbury Park). He has held this position since July, 1984. JSAS HealthCare services a population of approximately 700 adults in their Opiod Treatment Program and an additional 50+ in their Outpatient and DUI Programs. It is the only non-profit OTP in Monmouth and Ocean counties.
Mr. Higgins has served on numerous councils and committees representing the interests of addiction treatment and public health.
