AATOD continues to organize Medicaid webinars for 2016. As you may recall, our first webinar convened on June 15, 2016 and included a presentation from Paul Samuels of the Legal Action Center, Barbara Cimaglio from the State of Vermont in addition to Allegra Schorr from New York.

AATOD has been working to increase access to Medicaid reimbursement for services/medication offered through OTPs in addition to increasing other forms of third party reimbursement.

At the present time, there are 16 states that do not provide any Medicaid reimbursement for OTPs in treating substance abuse related disorders. Georgia has been planning to provide Medicaid reimbursement for eligible OTPs in their state and there are a number of other states that are considering such opportunities as well.

There will be three featured speakers for the webinar of September 21, 2016.

  • Paul Samuels (President/Legal Action Center) will lead the discussion once again in providing participants with a better understanding of how best to utilize third-party reimbursement in support of OTPs. Paul will draw upon the lessons from his work with the Coalition for While Health.
  • The second speaker will be Molly Carney who serves as the Executive Director of the Evergreen Treatment Services in Seattle Washington. Ms. Carney will discuss how her treatment program has worked to maximize Medicaid reimbursement for OTPs in addition to her work with the State of Washington Division of Behavioral Health and Recovery/Department of Social and Health Services to improve business models in the OTPs.
  • The third speaker will be Valerie Miekle, who serves as the Assistant Commissioner for the Division of Mental Health and Addiction Services for the State of New Jersey. Ms. Miekle will discuss the recent increase in Medicaid reimbursement for OTPs in the state. This has already had an impact with regard to enhancing patient treatment services and re-engaging a number of OTPs in treating Medicaid beneficiaries.

The issue of Medicaid reimbursement and other third party reimbursement for patients seeking and receiving care in OTPs is a critical policy topic at this time. It is important to keep in mind that patients make out of pocket payments in order to access treatment in states that do not provide any Medicaid reimbursement. It is our hope that treatment providers, State Medicaid Authorities and related policy makers at the state and federal will actively participate in this Medicaid webinar.

Mark Parrino will be  introducing the webinar and there will be ample time for questions and answers. Each of the three speakers will present for 20 minutes with a PowerPoint. Please let us know if you have any questions about this approaching webinar opportunity.
