Dr. Millard has been practicing mental health therapy since 1963. He earned his MSW that same year and his Doctor of Social Work in 1988, both from the University of Utah. His specialty was group therapy. He has been working in opioid treatment since 1974 and has served as Executive Director of Project Reality an OTP since 1976. Dr. Millard is currently President of the Utah Association for the Treatment of Opioid Dependence and represents that organization on the AATOD Board of Directors

Dr. Millard has been active in the development and support of the substance services in Utah through his participation in the activities that follow. He was one of the organizers and faculty members for the first university-based training program for substance abuse counselors in the state, was part of the interdisciplinary committee that developed the Licensed Substance Counselor Act for Utah, and has served as an associate member of the Board of Directors for the mental health and substance providers association in Utah since it was founded. Dr. Millard has also been a member of the Salt Lake County Coordinating Council since it was founded as a part of the first NIDA grant funding in the early 1970s. He has also been a member of the Treatment Committee of the Utah Substance Abuse and Anti-Violence Coordinating Council since it was organized by the Utah State Legislature in the 1980s.
