Livia Davis, MSW, is the Chief Learning Officer at C4 Innovations (C4), responsible for the development of learning strategies and organizational capabilities. Ms. Davis serves as C4’s lead for the Opioid Response Network created by SAMHSA created to provide education and training at a local level to provide evidence-based practices in the prevention, treatment and recovery of opioid use disorders. Ms. Davis has over 14 years of experience as a direct service provider working in behavioral health, housing, and homeless services. Ms. Davis also has first-hand experience working in a large recovery community in Denmark (started by her great-grandfather in 1912), which influenced her passion for recovery. She is the co-founder of the Duffy Health Center in Massachusetts. In her six years as Project Director for SAMHSA’s Bringing Recovery Supports to Scale Technical Assistance Center Strategy (BRSS TACS), Ms. Davis was responsible for implementing a strategic approach to bringing recovery-oriented systems, best practices and programs to scale nationally. BRSS TACS reached 115,000 people from 2011 to 2017 and developed resources ranging from a Medication Assisted Treatment toolkit to Core Competencies for the peer workforce. Currently, Ms. Davis serves as a BRSS TACS subject matter expert to provide training and technical assistance (TA), facilitate policy academies, and developing learning products. From 2007-2011, Ms. Davis served as Project Director for SAMHSA’s Services in Supportive Housing TA Center, overseeing all aspects of TA to SAMHSA grantees including needs assessments, site visits, and a suite of behavioral health and recovery training resources. Ms. Davis has also provided TA on behalf of the U.S. Department of Housing and Urban Development. Ms. Davis has been featured in various national media (CNN, Washington Post, Boston Globe) due to the innovative aspects of the projects she has proposed over the years.
